SUMMARY

Parsonage Place I is a community-based residential facility for children operated by Youth Empowerment Services, Inc., located in the Greater Richmond area. Parsonage Place I is designed to work with females ages 12 to 20 years old that are regarded as having a history of severe emotional, behavioral and/or aggressive reactive problems which have prevented them from living in the community. The program operates with an awakened staff around the clock 24 hours per day, 365 days a year and provides a safe, highly supervised, structured and intensive therapeutic program carried out on a daily basis. Our ratios of residents to staff are 4 to 1 during normal waking hours; 8 to 1 during sleep hours.

SERVICES

Our program is designed to provide three distinct components:

  • therapeutic services
  • residential care
  • educational support

Our program is designed to provide clear boundaries for appropriate behavior through therapeutic programming and groups. Our youth are provided with therapeutic services that consist of individual, family, and group therapy along with behavior modification and social skills training. We provide our youth with residential care in a safe, comfortable, and stimulating home environment staffed with counselors to provide tool for positive growth and development. The educational support component assists youth in achieving their individual educational goals. Youth Empowerment Services works with the whole individual and provides a milieu intended to promote growth and development in all areas of the residents' lives. Our "Treatment Team" consists of a Program Director, Program Manager, Therapist, and residential staff who partner with the client, legal guardians, court systems, schools, physicians, and employers to develop a comprehensive Individual Service Plan. This plan is reviewed and updated on a monthly basis to evaluate the residents; goals, objectives, and outcomes.

CLASSIFICATION/LICENSURE/ACCREDITATION

Parsonage Place I is classified as a Residential Facility for Children and is fully accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF). This facility is licensed by the Virginia Department of Mental Health, Mental Retardation, and Substance Abuse Services.

THE FACILITY

Our facility is one of the best in the area and is kept clean and in pristine condition for eight female residents. In addition to the kitchen, dining room, and living/ family room area, each resident shares a bedroom and bathroom with no more than one other resident. There is a recreation room on site which provides an environment for safe, structured recreational activities. All residents have use of a computer (each having email, age-appropriate software, printer and high-speed internet connections).

GENERAL ELIGIBILITY REQUIREMENTS

  • Sex: Female
  • Ages: 12 - 20
  • Must not be pregnant or physically handicapped (i.e., non-ambulatory)
  • IQ range: 70 or above
  • Must be sponsored by agency bearing financial responsibility.

FEES

Regular Program: $260.00 per day (excludes medical and dental costs) The rate is broken down as follows:

  • Therapeutic Behavioral Services - $158.93 (Directly billable to Medicaid for qualifying residents or locality pays)
  • Residential Care Services - $101.07 (includes Room & Board and Transportation, etc.)
  • Therapy - Included (individual & group therapy by Licensed Therapist)

Youth Empowerment Services, Inc. is a Virginia Medicaid provider under community based residential services.
